Being an UPSC aspirant and after appearing in mains twice I think am the right person to guide about, so sharing my way of making notes.
For making notes of specifically ethical values. what you can do is make a vocab collection of different values, especially those which are under the syllabus.
Write their definition, as you are in the journey so you must be reading newspapers, so whenever you are going through any example in the newspaper that is related to your vocab collection write there.

How can we collect or list real life examples to answer ethical dilemma related question?
More than the theory part our case study brings out ethical dilemma, so having collection of real-life examples give an edge in solving the case studies, at least we get a guide what should be the ways.
Some important sources from which to collect these examples are:
Newspaper: Have an eye over the interesting examples that can be used in ethics paper. For example, when you go through the news like “Wanted! Empathy on – and offline”, Why glorify violence? etc or you went through a news article about civil servants working in remote districts of the country and how they are transforming them for the better. Such everyday examples are numerous, all you have to do is to link it with the syllabus and note them down for future reference.
Daily Life: Many times, in your daily life you come in such situation like you are going for office and suddenly saw a blind man crossing the road, how you had been reacted. Or there are many issues happening like farmers protest, sewage blockage etc and what are the peoples view, you can also link these to your syllabus.
Workplace: Every profession has its set of ethical dilemmas. For instance, a lawyer defending a girl in dowry case even when she is wrong faces an ethical dilemma. An SDM who has to protect government lands and remove encroachments might, in the process, make some poor families homeless. Once you brainstorm, you will have great reach of various solutions.
From the Lives of Leaders, Philosophers, and Administrators: Anecdotes, actions, stories, and quotes from the lives of eminent personalities can also be used as examples to drive your argument. For example, Dr. Kalam’s commitment to space and nuclear field is a testament to his professional competence.
So, these are the ways by which you can make repository of real-life examples.

How can we get good quotations for answer writing?
- There are various ways for getting good quotations…google the name of given philosophers or any of your favourite philosopher/scholars from the given syllabus and note it down (best source can be site named goodreads).
- You can also note down the quotations used by various leaders during speech.
- If you are fan of hearing Totals you can also quote them.
- You can note down quotes from various mythological sources too.
- Make sure while writing quotations you have a fair idea of your syllabus too.
Should we provide practical solution or ideal solution for case studies?
See when we are solving case studies, we can not use common approach to all the case studies, rather every person is different and every case study is different so it demands different approach.
If we have to choose practical solution for any case study, then the solution should not be vague. For example, if you are taking a case study dealing with gender issues in the district, then just don’t write something vague saying you will ensure women empowerment in the area. Describe concrete steps by writing on: you will provide livelihood opportunities, employment opportunities, education opportunities etc. Quote examples of successful models like SEWA, Prajwala, Lijjat papad etc.
In the same way if you are taking help of ideal solutions for solving a case study then solve it on the basis of some criteria like Constitutional Framework, Legal Framework, Philosophical backings etc.
